Context

Phase 11 of the CRAIG roadmap introduces public-facing portals for three audiences: constituents (families involved in cases), foster parents/kinship caregivers, and CWCA providers. These portals require accessibility compliance (Section 508 / WCAG 2.1 AA) and multi-language support.

Scope

  • Constituent application and case status portal

  • Foster parent and kinship caregiver portal

  • CWCA provider portal for bi-directional data submission

  • Section 508 / WCAG 2.1 AA accessibility for all portals

  • Multi-language support

Architecture Considerations

  • Portals are separate from the caseworker web UI (craig-web)

  • Authentication via Keycloak with separate realm or client for public users

  • Portal backend may be a new service or extension of craig-web with role-gated routes

  • CWCA provider portal integrates with craig-exchange adapters

Out of Scope

  • Caseworker-facing UI changes (covered by Epic &14)

  • Mobile native apps
