Context
Phase 11 of the CRAIG roadmap introduces public-facing portals for three audiences: constituents (families involved in cases), foster parents/kinship caregivers, and CWCA providers. These portals require accessibility compliance (Section 508 / WCAG 2.1 AA) and multi-language support.
